Established in 1980HMS was founded in 1980 by Cliff Hitchins and Ehsan Mughal. Since then, we have estimated over 7,500 projects all over the world. We have worked on estimates ranging from small tenant improvements, to hospitals and large portions of the ballistic missile defense system. We pride ourselves on our ability to serve as an active member of the design team, providing real time support as projects develop.

Dilip Patel
Owner | Principal | Senior Cost Estimator Dilip Patel is an owner/principal and has been an estimator with HMS Inc. since 1984. He has extensive experience in civil engineering for preparation of preliminary drawings through plan checking, building layouts to quality control. His expertise involves estimating construction costs for all elements of a program, including civil, architectural, structural, mechanical, and electrical. His knowledge also includes feasibility studies, operation and maintenance costs, and life cycle costing. He is extremely familiar with field surveying and site analysis for both roads and building projects, and has been involved with planning, designing and estimating both commercial and residential buildings, as well as irrigation projects. His comprehensive knowledge and experience in providing realistic cost information is a valuable resource for his clients. Dilip has been an owner/principal for more than 20 years. |
Aimee Smith
Owner | Principal | Office Business Manager Aimee Smith is an owner/principal at HMS Inc. and is responsible for day-to-day business operations. Her career began with the company in 2005 as an administrative assistant and marketing coordinator before moving on to accounting and office management. Aimee supervises the administrative staff on estimate preparation and marketing coordination, and handles workflow and client relations . Aimee has been an owner/principal since 2024. |

Rob Brown
Senior Estimator Rob Brown has been an estimator at HMS Inc. since May of 2019. He has been working in the construction industry since 2011 as a foreman, carpenter, plant administrator, and AutoCAD Draftsman. He is experienced in all disciplines of construction and has worked on both new projects and renovations/remodels for government, state, and private sector all over the state of Alaska. He is proficient at various types of estimate software such as ETakeoff, AutoCAD Quantity Take-off, InEight, MII, Blue-beam, MS Project and Adobe Acrobat. Shalleah Davis
Administrative Assistant Shalleah Davis has been an employee at HMS Inc. since May 2023. She supports our estimating staff with data entry and calculation of cost estimates. Shalleah also assists with the completion of fee proposals and marketing information requests. |
Rick Peshel
Cost Estimator Rick Peshel joined HMS Inc. in February 2020. His previous experience in the industry provides a sound basis of knowledge for current projects. He is experienced in estimating several disciplines of construction and has worked on both new projects and renovations on a wide variety of projects. Rick is capable of utilizing MS Project, USACE MII software, and providing life cycle cost analysis information to owners and clients. |
Alexander Collamore
Cost Estimator Alex Collamore came to HMS Inc. with more than 20 years of experience working on residential, commercial, federal, and remote projects. His working knowledge both in the field and in the office of construction sites ensures he is well equipped to contribute to the complex nature of estimating projects in Alaska and beyond. |
