EHSAN MUGHAL
AACE, CSI, SAVE, ASPE, PMI

Project Estimator/Founder

Ehsan co-founded HMS Inc. in 1980.  He received his training and initial professional experience with firms of chartered quantity surveyors and large international construction companies in East Africa.  Ehsan gained more than ten years experience on a broad range of projects where he was responsible for preparing Bills of Quantities and post contract cost control.  He worked in Chicago for two years performing his duties on national and international projects, first for a construction company, then for a professional firm of cost estimators.  Ehsan's experience includes estimating in both U.S. and metric systems.

Ehsan is well-known in the architectural and engineering community around the state.  He has advised all levels of government and the private sector on project costing and schedule development.  Ehsan has worked on countless projects throughout the entire State of Alaska and internationally, including housing and community development, airports, warehousing and handling facilities, correctional facilities, schools, libraries, hospitals, air traffic control towers and fish hatcheries.  Ehsan has extensive experience with feasibility studies, life cycle costing, operation and maintenance costs, HUD housing, Department of Defense projects statewide, and as an expert witness both for the State of Alaska and Municipality of Anchorage.

HIEU LE

Senior Estimator

Hieu has been with HMS Inc. since 1983.  Previously he was a civil engineer working on hydrologic river projects in Alaska.  Hieu left HMS Inc. in 1988 to join a large construction firm where he was responsible for bid preparation, materials purchase and submittals.  Hieu returned to HMS Inc. in 1990 and has worked on over 1,000 projects throughout Alaska, Hawaii and overseas.  In the late 1990’s, when the Corps of Engineers changed contract methodology to design build, Hieu was tasked with a large percentage of Corps project cost estimates and value engineering studies.  In recent years, Hieu has worked on many projects including schools and missile defense programs throughout Alaska, hospitals in Alaska and Hawaii, and family housing projects for the U.S. Air Force in Alaska and Japan.

LOUIE WIEGERS
AACE, CSI

Senior Estimator

Louie started with HMS Inc. in 1994 and brings over 25 years of construction and project management experience to the table.  His work on projects for HMS Inc. includes the Ted Stevens Anchorage International Airport Expansion and Remodel, New Basset Hospital at Fort Wainwright, and numerous remote projects including schools and health care facilities.  He has the ability to develop cost estimates from concept level drawings to the final design and construction documents.  Louie is the technology lead at HMS Inc. and ensures the company stays current with the latest technological developments in the design and cost estimating communities.  This includes implementing the use of on screen take-off and Auto Cad as quantification tools, and integrating the Corps of Engineers M2 cost program.  Louie is also a skilled scheduler with experience in Microsoft Project, Primavera P-3 and SureTrak.  Louie is a member of the Association for the Advancement of Cost Engineers and the Construction Specification Institute.

KENT GAMBLE
ASPE, CSI, SAVE

Senior Estimator

Kent has worked as an estimator and project manager since 1984.  His previous experience as a general contractor/project manager provides a real world perspective in preparation of project estimates and schedules.  He has extensive experience in cost development from the charrette and value engineering process through preliminary to final construction documents.  Kent is certified in Microsoft Project and Primavera P3 scheduling programs.  He is a current member of the American Society of Professional Estimators, the Society of American Value Engineers and the Construction Specifications Institute.  He is also a former board member of the Washington State AGC Safety Committee.  Kent has experience working on a wide range of projects, including health care facilities, airports, hangars, corporate offices, military housing, Air Force aircraft bed-down facilities and rocket launch facilities, to name a few.

DILIP PATEL

Estimator

Dilip has been with HMS Inc. for 23 years.  While experienced in estimating all CSI Divisions, Dilip’s primary focus is on mechanical and electrical estimating.  He has extensive knowledge in estimating the complex mechanical and electrical systems found in hospitals, airports, hangars, fisheries, hatcheries and rocket launch facilities, as well as more straight forward projects such as barracks, hotels and schools.

JEFF WENER

Estimator

Jeff has worked in the construction industry in Alaska since 1981.  He has extensive field experience and knowledge in all aspects of the construction industry.  He has worked as a foreman, superintendent, project manager and general contractor capacities in Alaska and California.  Jeff has performed estimates and managed both new construction and renovation/remodels from residential to large commercial projects.  As an estimator, Jeff brings his practical field experience to develop projects from preliminary estimates through final construction completion.  In addition to estimating, Jeff has extensive experience performing construction progress reviews for financial agencies, including First National Bank of Alaska, Credit Union One, Wells Fargo Commercial Real Estate and Washington Capital.  As an estimator with HMS Inc., Jeff has participated in numerous significant Alaskan projects, including the Anchorage Housing Initiatives, Credit Union One Headquarters, and Cook Inlet Tribal Council Office Building.
