About HMS

HMS Inc. was formed in 1980 by Cliff Hitchins and Ehsan Mughal to serve the cost estimating and quantity survey needs of Alaska’s construction design community.

Employee owned today, HMS Inc. continues to provide these services, specializing in urban and rural Alaska, but also working worldwide with projects in locations as far afield as Antarctica and as exotic as the Asian countries of the Pacific Rim.

HMS Inc. understands the unique challenges of construction in Alaska.  We have the experience to completely account for project hard costs and also anticipate intangibles that can substantially affect the accuracy of your project’s cost estimate.
